Indian Centre of Excellence starts with Banaras Hindu University (BHU). The centres will provide free civil service exam tutoring for students in predetermined caste categories. To be eligible for training at the centre, students must pass an entrance exam. Each centre will have 100 coach seats. Up to 33 per cent of sanctioned seats are best allocated to eligible SC category female candidates.

Each centre will appoint three faculty members. The centre recommends having separate classrooms, libraries, high-speed Wi-Fi connections and other necessary infrastructure to ensure smooth operation. BHU will host the national launch of the Dr Ambedkar Centre of Excellence on April 22. The Centre will be launched by Minister of Social Justice and Empowerment Dr Virendra Kumar in the presence of Uttar Pradesh Governor Anandiben Patel and BHU Vice-Chancellor Professor Sudhir K Jain.

The start-up program is planned at Shatabdi Krishi Prekshagrih at the Institute of Agricultural Sciences. Vice-Chancellors of all other universities set up the centre will also be present. Two Memoranda of Understanding will be signed between the Dr Ambedkar Foundation and the implementing universities to establish the Centre and the Dr Ambedkar Chair.

Professor R. N. Kharwaar, Department of Botany, Institute of Science, has been appointed as Node Officer of the DACE Launch Programme at Banaras Hindu University. Many universities, including Jamia Milia Islamia (JMI) and Aligarh Muslim University (AMU), already offer free civil service training to outstanding students belonging to religious, social and economic minorities.
