Meta Platforms has open-sourced its new Muse Glimmer AI model, giving developers access to a powerful AI system designed to work directly on consumer devices.

The announcement comes as CEO Mark Zuckerberg pushes for advanced AI to be made widely available instead of being controlled by a small group of companies or institutions.

Muse Glimmer is a 30-billion-parameter model designed to run on laptops and other local hardware. Zuckerberg described it as the highest-performing model of its size and said Meta plans to release larger models in the future.

Running AI directly on a user’s device can offer some important advantages. It can reduce the need to send information to remote servers and may allow AI assistants to respond more quickly while keeping more data under the user’s control.

Meta is also preparing to release the weights of its Muse Spark 1.2 model. This marks a return to the company’s earlier open-weight approach, which was strongly associated with its Llama family of AI models.

The announcement was accompanied by a lengthy blog post from Zuckerberg outlining his vision for what he calls personal superintelligence. He argued that advanced AI should help individuals become more capable and should not allow too much power to become concentrated among a handful of companies or governments.

Zuckerberg also called on the US to reconsider some of its AI policies, particularly rules affecting training data and model development. At the same time, he supported restrictions on advanced AI chips being exported to China, arguing that maintaining US leadership in AI is also a national security issue.

Meta’s latest move highlights the growing competition around open AI models. By making advanced systems available to developers and users, the company is betting that wider access can accelerate innovation while helping Meta compete with other major AI players.
