The Union government has notified Delhi Master Plan 2047, laying out a long-term roadmap for the city’s infrastructure and growth.

Union Housing and Urban Affairs Minister Manohar Lal Khattar unveiled the plan, known as MPD-2047, calling it a milestone for the capital’s future.

The document covers everything from transport and housing to green spaces and digital infrastructure, and it is meant to guide how Delhi develops over the coming decades.

One of the more striking policy shifts involves building heights. For the first time, MPD-2047 defines structures with more than 100 floors as tall buildings and treats them as landmark developments.

These are envisioned mainly along mass transit corridors and in major commercial hubs, though the plan makes clear that any high-rise construction needs to respect Delhi’s heritage sites and historic view corridors rather than overshadow them.

On the ground, the plan proposes redeveloping Kartavya Path as a world-class public and cultural space, alongside a new Yuge Yugeen National Museum spread across roughly 1.25 lakh square metres.

Around 1,500 heritage assets are marked for conservation, with older buildings being adaptively reused as hotels, museums, offices and cultural venues where possible.

Two areas get dedicated economic focus. Narela is being positioned as an education hub, with 138 hectares set aside for public and private universities.

Dwarka, meanwhile, is pitched as Delhi’s international gateway and a new investment hub, with room for IT parks, data centres, startups and industrial development.

Transport gets a major push too. The plan outlines a high-density corridor along Urban Extension Road II, and multimodal transit hubs at Anand Vihar, Kashmiri Gate and Sarai Kale Khan that tie together the metro, RRTS and bus networks.

A single Metropolitan Transport Authority has also been proposed to oversee all of this. On the environmental side, nearly 1,700 hectares of Yamuna floodplain are set for restoration through 13 projects, including a 52 km cycle track.

The plan also builds in a digital layer, covering 5G rollout, optical fibre connectivity, smart poles and AI based traffic management, alongside a dedicated technology zone for semiconductors and drone innovation.
