Blue Cloud Softech signed a 3-year MoU with Senegal’s digital ministry to collaborate on AI, cloud, and digital infrastructure projects.

The agreement was signed in Dakar on 6 October, and the company announced it on 8 October.

The other parties are Senegal’s Ministry of Telecommunications and Digital Affairs and the Global Council for Investment and Business for Africa (GCIB).

Chief executive Dr Chandrashekar Mudraganam signed for the Hyderabad-based firm.

A memorandum of understanding is a written promise to cooperate. It is not a contract. This one is non-binding and non-exclusive, and it creates no financial obligations for any party.

The three sides plan to share know-how on digital government and innovation, and to run research, pilot projects and training.

Blue Cloud will offer technical input on data rules and cybersecurity when the ministry asks.

They will also look for partnership chances with private firms and ways to back startups, and set up ‘sandboxes’, safe test spaces for new digital tools.

The work fits Senegal’s New Deal Technologique, the country’s national technology plan.

That plan includes the Senegal Digital Factory, the Data and AI Factory, the AI Scaling Hub and a startup programme. Real projects are still some way off.

Any specific project must have its own written agreement, under Senegalese law and public buying rules.

The parties may also form a joint working committee to draw up yearly work plans and track progress.

Mudraganam said Senegal has set ‘a clear and ambitious direction’. He added that the company brings experience in artificial intelligence, cloud computing, data centres and cybersecurity.

This is not the first step. GCIB and Blue Cloud signed an earlier MoU in April 2026 on a Digital Factory initiative in Senegal.

Separately, sources reported that Blue Cloud began delivering an AI infrastructure order from IBM Cloud on 22 September, with a fixed fee of US$15.5 million, about Rs 147 crore.
