Prime Minister Narendra Modi on Thursday called for a global framework to tackle deepfakes, cyber fraud and growing digital security risks, saying such threats are increasingly crossing national borders.
Speaking at the 10th edition of the India Mobile Congress (IMC) 2026 in New Delhi, Modi urged governments, technology companies, telecom operators and financial institutions to work together to prevent digital fraud before it reaches consumers.
Modi described deepfakes as a major challenge and highlighted the need for stronger international cooperation. He said a person sitting in one country could work with someone in another country to commit a crime against a victim in a third country. This makes it difficult for individual nations to tackle digital fraud through isolated measures.
The Prime Minister specifically urged the GSMA and telecom operators worldwide to develop mechanisms that can identify and stop fraudulent activity before it reaches users. He also said India is ready to share its experience in dealing with cyber fraud with other countries.
Data security was another key focus of his address. Modi called for a global framework for data protection and stressed that phone and network security must remain a priority as digital services become more deeply integrated into everyday life. According to him, consumers need confidence that their personal information and money are safe.
The push comes as digital payments, online services and AI-generated content continue to expand. Deepfakes can make it harder for users to distinguish genuine people, messages and content from manipulated material, increasing the risk of financial scams and misinformation.
Modi said technology can achieve widespread adoption only when people trust it. He therefore called for a proactive approach where fraud is detected and blocked at an earlier stage rather than after consumers have already become victims.
The government’s focus also aligns with India’s broader efforts to strengthen digital security and develop common standards for emerging technologies.
A coordinated global approach could help telecom networks, financial institutions and technology platforms respond more effectively to cyber threats that operate across jurisdictions.
