Russia and the United States have discussed holding talks on strategic nuclear weapons for the first time since Moscow sent troops into Ukraine, Russian newspaper Kommersant said on Tuesday, citing four people familiar with the matter.

Negotiations on strategic stability between the two countries have been frozen since Russia invaded Ukraine on February 24, although the new START treaty on nuclear weapons reductions remains in effect.

The Russian newspaper said the talks could take place in the Middle East, adding that Moscow no longer considered Switzerland’s traditional venue neutral enough after Ukraine imposed sanctions on Russia.
