Russian President Vladimir Putin is using his upcoming Delhi visit to push a major reset in technology ties with India and China. This signals a deeper strategic shift in Moscow’s economic and innovation agenda. Ahead of his two-day trip on 4th and 5th December — which begins with a dinner hosted by Prime Minister Narendra Modi at 7 PM — Putin said that strengthening the technological backbone of partnerships with both countries is now a top priority.
He said Russia wants to elevate cooperation with India and China to “a qualitatively new level.” This is especially in areas such as energy, space, and agriculture, where technology plays a critical role. His remarks follow Chinese Foreign Minister Wang Yi’s recent visit to Moscow for security discussions, underscoring Russia’s growing coordination with the two Asian powers.
Putin, speaking at the Russia Calling! Forum, said he has an ongoing economic dialogue with Chinese President Xi Jinping. He expects to carry those conversations forward during his meetings in Delhi. He is also set to discuss increasing imports of Indian goods into Russia — a move that could help Indian exporters hit by the steep 50% US tariff imposed on 27th August, 2025.
The visit comes at a significant moment in defence as well. India is expected to push for faster delivery of two pending S-400 missile squadrons under the $5.4-billion 2018 deal. Reports suggest New Delhi may even explore additional units or an upgraded version. However, Defence Secretary Rajesh Kumar Singh has clarified that no announcements are expected during the visit.
Putin’s Delhi dinner will be the second hosted by Modi, following their 2018 engagement. This adds to a series of high-level meetings between the two leaders as they navigate shifting geopolitical and economic pressures.
