After Russian President Vladimir Putin declared war in a television address, explosions and gunfire were heard through the day in Ukraine, and at least 70 people were reported dead. The attack brought an end to diplomatic efforts by Western leaders to stop the war. βThis is a premeditated attack,β US President Joe Biden said at the White House as he imposed harsh new sanctions, coordinated with allies, against Russian banks, oligarchs and state companies.
